		<description>I did some googling and I couldn&#039;t find an instance of a team over the cap but my memory keeps telling it happened once before and a slap on the wrist happened. What can happen is the NFL can refuse a signed contract if it puts a team over the cap, meaning the Steelers can&#039;t re-sign anyone if they&#039;re over the cap.

It looks like the penalties are at the discretion of the Commissioner. Everything I&#039;ve read says that you simply don&#039;t violate the salary cap. The commissioner has the ability to make you forfeit contracts, penalize you monetarily and with draft picks, etc. There doesnt&#039; seem to be a defined &quot;Go over cap, get X&quot; type of penalty. I could be wrong here and I&#039;m sure if I am someone will be eager to fix it.</description>

I also do remember when Mike Bell signed with the Eagles he was technically a RFA and the Saints could opt for first refusal. 		<description>The problem with the right of first refusal clause is that Pittsburgh isn&#039;t going to be able to match to begin with given the cap situation they&#039;re in. 

If the Patriots want to come in and throw Wallace a 5-year, $50 million contract the Steelers just can&#039;t match it right now. 

The one team I can remember not using their right to refuse was the Panthers with Ricky Manning back in &#039;06, but that was a 3rd Rounder. 

Back to the Patriots - Remember the game they played with the Dolphins on Welker. They floated out rumors they would going to offer him a HUGE contract. I just went back and looked it up and it was 7 years at $36 million. Miami just said &quot;forget this&quot; and traded him to the Patriots. They signed him to a 5 year, $18 million contract. LOL. 

It&#039;s funny that the Gimp wrote this. I was thinking it the other night looking at the Steelers depth chart. Absolutely terrible on the offensive line, nothing at RB, will probably lose Wallace and getting very, very old at ILB. WINDOW CLOSED.

As a resident of SW Florida, I can confidently say that the Bucs will not spend anywhere near the cap limit.  The Glasers are notoriously cheap (tempted to say BASTARDS).  Their main focus is on their soccer team in England (Man U).

		<description>Its funny as an Eagles fan that the Steelers FO is always talked about one of the best FOs in the NFL, but seen them that much over the cap with such an old roster is mind buggling compared to the Eagles there is 23 mill under the cap and have a much younger and I dare say more talented roster.</description>
